Report: How J-51 Can Lower Costs & Pollution for 350,000+ New Yorkers
Our new report, J-51: The Green Co-op Tax Credit, explores how NYC Intro 1015 would renew a key tax credit to support sustainable, affordable upgrades for NYC homeowners. The proposed legislation would expand eligibility, extend the program through 2036, and increase cost coverage for essential building upgrades—enabling deep energy retrofits like modernized heating and weatherization.
Our analysis shows that Intro 1015 would expand J-51 to benefit over 350,000 families across 10,000+ co-op and 5,000+ condo buildings. By helping buildings comply with Local Law 97 while stabilizing finances, this expanded program offers a crucial path forward for a greener, more resilient New York.
